INTELLIGENT AUTOMATIC CONTROL SYSTEMS IN TRANSPORT: ORGANIZATIONAL IMPLEMENTATION MECHANISMS AND DEVELOPMENT PROSPECTS

Abstract

The paper examines modern approaches to the organizational implementation of Intelligent Automatic Control Systems (IACS) in the transport sector of the Russian Federation in the context of digital transformation and increasing requirements for safety and efficiency of transportation processes. Based on an analysis of national and international experience from 2018 to 2025, the study identifies key barriers hindering the large-scale deployment of IACS, including regulatory, infrastructural, institutional, and human resource constraints, as well as insufficient coordination among stakeholders within the transport system. It is shown that the fragmentation of architectural solutions and the lack of unified standards significantly reduce the overall effectiveness of pilot projects.

The paper defines priority directions for improving organizational mechanisms for IACS implementation, including the development and updating of the regulatory framework, standardization of interfaces and interaction protocols, enhancement of the digital readiness of transport infrastructure, development of human capital, and ensuring cybersecurity of intelligent systems.

A conceptual multi-level model for IACS implementation is proposed, encompassing strategic, tactical, and operational management levels, which enables the integration of intelligent technologies into existing transport processes and improves the coherence of managerial decision-making. The implementation of the proposed measures will contribute to accelerating the technological transformation of the transport sector, increasing its resilience, safety, and economic efficiency, and creating conditions for the sustainable development of the transport industry in the long term.
